If you can stay at an airBNB or Hotel and buy food for Shabbos, and then you can stay where ever you prefer. If you are interested in going to Shul/ Synagogue, or eating at Chabad then your options are more limited.
There are many shuls throughout Paris, and a quick google search will result in many options in various areas.

I decided to stay in Passy and have my Shabbat meals at Chabad Champs Elysees. Having the Shabbat Meals at Chabad Champs Elysees was the best option for me, and is a nice area to walk around in over the long summer shabbos afternoon. I also prefer the later start time, so I can have a full day of touring on Friday.
I found an Airbnb in Passy (near Arc de Triomphe and Eiffel Tower) that is a 12 minute walk from Chabad.
